		<description><![CDATA[On September 14, 2009, Massachusetts moved a step closer to approving long-term contracts by distribution companies for renewable energy.  Section 83 of the Green Communities Act of 2008 requires each distribution company to issue at least two requests for proposal (“RFPs”) by June 30, 2014 for long-term contracts that “facilitate the financing of renewable energy generation within the boundaries of the commonwealth”.  In light of the potential scale of this procurement, these RFPs present a substantial business opportunity for renewable energy project developers and investors.
